The IDS is the entry point for all CivicFrame Advisory engagements. Advisory-only. Vendor-neutral. Non-engineering. Fixed-scope.
Why this exists
CivicFrame Advisory exists to answer the question that precedes all infrastructure deployment decisions: Can this institution deploy responsibly? That question applies equally to a BEAD subgrantee preparing to draw down federal capital, an African municipality pursuing DFI financing, and a hospital system bringing a smart campus infrastructure proposal to its capital committee.
The IDS is how we answer it — independently, with documented methodology, and without commercial interest in the outcome.
IDS Engagement Services
Each engagement is advisory-only, vendor-neutral, and non-competitive with engineers, integrators, or vendors.
1. IDS Assessment — Institutional Deployability Score
The core CivicFrame engagement. Evaluates institutional governance, decision authority, cross-functional alignment, documentation infrastructure, risk ownership, and deployment execution capacity across six domains. Produces a classified determination.
Outputs:
- IDS determination: Deployable Now, Deployable With Conditions, or Not Yet Deployable
- IDS Capital Risk Screening Brief
- Six-domain risk scoring with documented rationale
- Gap and Dependency Register
- Decision Risk Transfer Statement
- Close-Out Package and Completion Attestation

2. IDS + Governance Alignment Documentation
IDS assessment combined with cross-functional governance documentation. Produces executive-ready artifacts for capital approval, grant compliance, and audit review.
Outputs (includes all IDS outputs, plus):
- Governance Alignment Memo (executive-ready approval pathway)
- Responsibility Matrix (RACI) for implementation roles
- Cross-Department Approval Sequencing Map
- Audit and compliance documentation package

3. IDS + Expansion Readiness Roadmap
Full IDS assessment with a pilot-to-scale deployment sequencing plan. Governance alignment documented at each phase.

- Procurement-neutral expansion readiness roadmap (Pilot → Phase 1 → Scale)
- Site prioritization and sequencing plan
- Phase-level governance alignment documentation
- Portfolio-level readiness and risk visibility

How to buy
IDS engagement services are commonly procured under professional services, management consulting, risk advisory, or capital planning support categories. No hardware, software, or construction services are included.

- 2 Issue a Purchase Order referencing CivicFrame Advisory, LLC and the applicable service description.
- 3 Send PO to info@civicframeadvisory.com. Engagement begins after written acknowledgment.
Engagement Initiation
CivicFrame Advisory engagements may be initiated via a standard purchase order. A standalone services agreement is optional and typically required only where client policy mandates it.
